He had joined the Air\n National Guard with an eye toward becoming a pilot, but found being an \nair traffic controller such meaningful work that he made it his career.<\/p>\n\n\n\n<p>He\u2019s learned the \u201chyper focus\u201d needed to help guide aircraft through night skies and brutal storms.<\/p>\n\n\n\n<p>On Thursday, Soignet \u2014 with 22 years of experience working for the \nmilitary and Federal Aviation Administration \u2014 got a look at his wages \nfor the last two weeks of work helping keep U.S. skies and travelers \nsafe. His net pay? $0.00.<\/p>\n\n\n\n<p>As one of the hundreds of thousands of federal employees working \nwithout pay during the government shutdown, Soignet knew it was coming, \nbut it was jarring nonetheless.<\/p>\n\n\n\n<p>\u201cIn all that public service, this is the first time I\u2019ve received a \npay stub with zero on it for work completed,\u201d Soignet said. And there\u2019s \nno sign of when that will change.<\/p>\n\n\n\n<p>\u201cNow I don\u2019t know how much I can put toward that credit card. Do I \npay half my water bill? Do I have enough money for 30 days or 60 days or\n six months? (Photo by Michael \nLaris\/The Washington Post)<\/p>\n\n\n\n<p>It was an experience shared by air traffic controllers across the \ncountry, who visited employeeexpress.gov to find their latest payroll \nupdates. There, along with the mundane health and withholding \ninformation on their Department of Transportation Earnings and Leave \nStatement is a small box with the words \u201cNet Pay\u201d highlighted in blue.<\/p>\n\n\n\n<p>And under it: \u201c$0.00\u201d.<\/p>\n\n\n\n<p>Most federal employees are paid every two weeks. This is the first payday without a check for air traffic controllers.<\/p>\n\n\n\n<p>Air traffic controllers demand end to shutdown &#8216;today!&#8217;<\/p>\n\n\n\n<p>The National Air Traffic Controllers Association union and their \nfurloughed employees called for an end to the government shutdown \noutside the Capitol on Jan. 1&nbsp;(Reuters)<\/p>\n\n\n\n<p>More than 24,000 FAA employees are working without pay, since their \npositions are considered vital for \u201clife and safety.\u201d Another more than \n17,000 have been furloughed, told to stop doing their jobs, including \nthe vital training work needed to bring much-needed additional air \ntraffic controllers into the workforce after years of retirements have \nthinned the ranks.<\/p>\n\n\n\n<p>Air traffic controllers describe an extraordinary pride in their \nwork, tied to the stakes of what they do. Soignet says he thinks of his \nfamily flying. \u201cIt has to be the right decision at the right time. U.S.&nbsp;air \ntraffic controllers and TSA officers are at work without pay. \nPhotographer: Alex Wroblewski\/Bloomberg<\/p>\n\n\n\n<p>But it will haunt his crucial rebuilding time when he\u2019s home, he \nsaid. \u201cYou\u2019re taking that time you can decompress and now there\u2019s \nanother external factor: When am I going to get paid?\u201d Soignet said.<\/p>\n\n\n\n<p>\u201cIt puts a tremendous amount of stress in a system that doesn\u2019t need \nany more stress,\u201d said Andrew LeBovidge, a regional vice president with \nthe National Air Traffic Controllers Association.<\/p>\n\n\n\n<p>Soignet, who also serves in the controllers union, said there are \nmany federal employees who are worse off than his family, since his \nwife\u2019s income will help cushion them for some time.<\/p>\n\n\n\n<p>But he thinks of the single-parent controllers who live on one \nnow-absent income, or the Transportation Security Administration workers\n at the airport he saw on his way to press the controllers case in \nWashington. Many of those TSA employees earn less than air traffic \ncontrollers, but also must still work, he said.<\/p>\n\n\n\n<p>He\u2019s put money aside for years. But with spending on a move, medical \nbills and life expenses, \u201cI don\u2019t have savings for six months of my \nincome,\u201d Soignet said.<\/p>\n\n\n\n<p>Furloughed employees rally against shutdown: &#8216;Stop playing politics with our lives&#8217;<\/p>\n\n\n\n<p>Furloughed federal employees and supporters protested the ongoing \ngovernment shutdown, urging President Trump and Congress to open the \ngovernment.&nbsp;(Video: Joyce Koh \/Photo: Michael Williamson\/The Washington \nPost)<\/p>\n\n\n\n<p>With President Trump insisting on billions of dollars for a border \nwall, and top congressional Democrats voting to reopen government \nwithout it, Washington remains at an impasse.<\/p>\n\n\n\n<p>Soignet would not publicly take a position on that question, or say who he thinks is to blame.<\/p>\n\n\n\n<p>\u201cWhen it comes to border security, it\u2019s a discussion that needs to be  had.
