Part 1 \u2026 How Prez Nana Akufo Addo\u2019s initiative is being stabbed at the back<\/p>\n\n\n\n<p>By Anas Aremeyaw Anas<\/p>\n\n\n\n<p><strong>A measure to minimize the mess and menace of illegal mining \nin the motherland is being undermined by men mandated to manage the \nmenace, leaving Ghana at the mercy of mercenary miners and monstrous \nmoney-grabbers within the corridors of power.<\/strong><\/p>\n\n\n\n<p>When President Akufo-Addo and his NPP government took pragmatic steps\n to clean the mining sector by placing a ban on illegal mining, \nrestoring hope to many Ghanaians who care about the environment, little \ndid we know that some of the very people entrusted with enforcing the \nban will turn round to undermine it.<\/p>\n\n\n\n<p>As the war on galamsey was declared, government decided to give a \nclear picture of the scope and duration of the intervention. It \ntherefore set up the Inter-Ministerial Committee on Illegal Mining \n(IMCIM) to implement the two-year road map.<\/p>\n\n\n\n<p>While the Committee has received plaudits in some quarters for a good\n job done so far, some complaints have also been heard over time about \nunderhand dealings involving officials in charge at the IMCIM who \nallegedly take bribes to allow people circumvent the rules of the \nroadmap. In fact, some claim that one could be allowed to go on the \nfield with excavators to mine without proper documentation and approval \nas prescribed by the Road Map. It is also alleged that some powerful \npeople close to, or within the IMCIM could arrange protection for people\n engaged in illegal mining.<\/p>\n\n\n\n<p>To ascertain the truth, we set out with our hidden cameras and the \nCrusading Guide hereby brings you documentary evidence about events that\n happened right at the Inter Ministerial Committee on Illegal Mining \noffices near the Flagstaff House.<\/p>\n\n\n\n<p>\u201cSchool Boy\u201d, as he\u2019s widely known; a police officer in charge of the\n National Security at the IMCIM, was one of the people we spoke to.<\/p>\n\n\n\n<p>We told School Boy that we were illegal miners who are already on \nsite working. We therefore needed any assistance that would enable us to\n continue mining without any harassment.&nbsp; The officer asked us to see a \nguy at the GRA who, according to him, could fast-track the preparation \nfor our company\u2019s registration documents. He, however, asked us to come \nback the following day, if the contact at GRA failed to help us. This \nwas after School Boy has received a \u2018cool\u2019 GH\u00a2 500 for his help.<\/p>\n\n\n\n<p>Without going to see the GRA officer as directed by School Boy, we \nwent back to him (school Boy) the following day with a new request. \u201cWe \nhave a new \u2018concession\u2019 and wanted to go ahead and mine without any \ninterference and the hustle of acquiring any licenses.\u201d&nbsp; Once again, \nSchool Boy recommended another person to us; an IMCIM Task Force \npersonnel by name Kobby.&nbsp; According to School Boy, Kobby could be \ntrusted with the&nbsp;<em>protection of my concession to ward off attempts by the other IMCIM Task Fo<\/em>rces from disturbing my mining activities.<\/p>\n\n\n\n<p>\u201cSchool Boy\u201d said he was recommending Kobby to us because he (School \nBoy) can\u2019t always be physically present on site or guarantee that he \ncould be deployed to our area of operation even if he was selected to go\n on an operation with the Task Force.&nbsp; He added that Kobby is connected \nto Prof Frimpong Boateng, the sector Minister, which makes it easier for\n him to protect my concession with little or no troubles. For connecting\n us to Kkobby, School Boy demanded and took GHS 500.<\/p>\n\n\n\n<p>The said Kobby, by the way, is a kingpin in the anti-galamsey \noperations of the IMCIM. It was he who led the highly successful \noperation at Diaso, in the Amansie West District which led to the arrest\n of some Chinese nationals and the seizure of about 18 mining vehicles \non the day of our meeting, February 12, 2019. When we met him, he \nreadily agreed to help protect our concession to enable us mine without \ndocuments. He only demanded to know the exact location of our concession\n so he could track our excavators. The rest, he said, will be a matter \nof phone calls.<\/p>\n\n\n\n<p>He, however, asked to be paid after the job as he took GHS 1000 from \nme on our first meeting in School Boy\u2019s office at the IMCIM premises.<\/p>\n\n\n\n<figure><iframe src=\"https:\/\/www.youtube.com\/embed\/-Erx0ENwJFw?enablejsapi=1&amp;modestbranding=0&amp;autoplay=0&amp;cc_load_policy=0&amp;iv_load_policy=1&amp;loop=0&amp;rel=1&amp;showinfo=1&amp;fs=1&amp;playsinline=0&amp;autohide=2&amp;theme=dark&amp;color=red&amp;controls=2&amp;\" allowfullscreen=\"\"><\/iframe><\/figure>\n\n\n\n<p>The following is an excerpt of what transpired during the meeting:<\/p>\n\n\n\n<p><strong><em>Kobby: and I want to make sure, all has been properly placed.<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>School Boy: Properly placed. He wants to go and test the \nland, hence, he decided to speak with the leaders (task force). So that \nin case of the testing, the task force might come there, Charlie, tell \nhim. (Turns to Tiger) Where\u2019s your concession?<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Tiger: Nyinahini.<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>School Boy: Nyinahini?<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Tiger: Nyinahini.<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>School Boy: But he has another one<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Tiger: The other one<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>School Boy: He doesn\u2019t allow them to mine when he\u2019s there. Who, Kobby?<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Tiger: Ei! That\u2019s even not a problem.<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>School Boy: when it comes to this, he\u2019s the \u2018go-to\u2019 guy.<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Tiger: that\u2019s why I\u2019m explaining to him, so that, Master \n(referring to Kobby), ask him (School Boy), I was here yesterday when I \nhad a call in relation to one of my concessions yesterday. After getting it for me, most of the remaining will be a matter of phone call.<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Tiger: okay, okay. So, you, up to, I\u2019m going to the place\n myself. (Tiger \nhands over the money to School Boy which he collects without delay) take\n this GH\u00a2 500 for fuel this evening. Let me return from Kumasi<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>School Boy: go and come.<\/em><\/strong><\/p>\n\n\n\n<p>Meanwhile, I had before my meeting with School Boy and Kobby, met \nwith Charles Cromwell Nanabanyin Onuawonto Bissue, a Presidential \nStaffer and Secretary to the Inter-Ministerial Committee on Illegal \nMining, and he took cash amounting to GH\u00a2 35,000 in three meetings \nthrough Andy Owusu. This was to ascertain whether there really are \nshortcuts to mining illegally in Ghana after the ban and institution of \nthe Road Map.<\/p>\n\n\n\n<p>Armed with a mining company called ORR Resources Enterprise which has\n its document out of date and owner not in Ghana, we first met Andy \nOwusu, who was highly connected in the ruling NPP Government and was \nwilling to link us to the people upstream demanding cash for that \ntransaction. Andy charged money alleged to be for one Charles Bissiw and\n for himself. After the agreement, he too took a forward payment of GHS \n5000 for himself and led us to meet Charles Bissiw.<\/p>\n\n\n\n<p>Andy, in all our meetings sternly warned us never to ever let it \ncross our minds that we\u2019ve given money to Bissiw let alone mention it to\n the hearing of somebody. \u201cAnd you haven\u2019t also given anything to \nBissiw. No, no. You can go to him and say Andy asked me to bring you \nthis, that\u2019s different. That will make him feel comfortable. But I don\u2019t\n want you to say that you\u2019ve given Bissiw money. Do you understand what \nI\u2019m saying?\u201d Andy warned. \u201cAnd don\u2019t also tell someone that you gave him\n something when you came here\u201d, he said after our first meeting with \nBissue.<\/p>\n\n\n\n<p>He took GH\u00a2 5000 on three occasions, amounting to GHS 15000 including\n the first GHS 5000 as part payments of his GHS 50000 charge which was \nlater bargained to GHS 40000 in another meeting.<\/p>\n\n\n\n<p>Andy, on behalf of Bissiw, initially charged GHS 100000 out of which \nGHS 50000 will be given to Bissiw and the rest for himself,&nbsp;<em>\u201c<\/em><em>Owusu discussed 100000 with me. 50 for Bissiw, and the other 50 for me. I won\u2019t take any other thing\u201d<\/em>,\n he said. Andy went ahead to lead the first meeting in which he \npresented my expired license to Bissiw and later GHS 15000 part-payment \nof the charged GH\u00a2 50000 to Bissiw.<\/p>\n\n\n\n<p>Excerpts of our meeting is below:<\/p>\n\n\n\n<p><strong><em>Tiger: Oh! No. This is 15. That is what Owusu discussed with me.<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Andy: Is that what Owusu told you? Oh! Owusu<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Tiger: Owusu mentioned 15 to me.<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Andy: Owusu mentioned 15 to you?<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Tiger: Owusu mentioned 15 to me.<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Andy: So, how much are you going to give him after everything?<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Tiger: we are going to add 35 to it after everything.<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Andy: what about me?<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Tiger: I\u2019ll give you money. Kwame Asamoah Boateng, was therefore \ninformed of this development by a whistle blower. When the information \nturned out to be true, the men working for Abu were arrested.&nbsp; -led \nInter-Ministerial Task Force&nbsp; on the taken-over concession and some \nmilitary men who were providing protection for these workers and the \nconcession. Some tipper trucks and guns were also ceased with the truck \nparked at the Amansie Central District Assembly office and the guns \nhanded over to the Amansie Central Police Command.<\/p>\n\n\n\n<p><strong><em>DCE: As for Abu, I\u2019m not getting through to him, neither \ndo I know the time he\u2019ll be available. I learnt he said he won\u2019t be here\n again since he\u2019s been here already. He\u2019s very furious. He was at the \ncommander\u2019s place three days ago but didn\u2019t get his stuff. So, I also \ninformed the forestry when the tip-off was given. The Forestry \nCommission then arrested the military men when they arrived. This is all\n that took place. So, the military man has been allowed to go with a \nwarning not to go there again and it\u2019s now the forestry that is \ndiscussing it. He\u2019s now very furious questioning the authority of the \nDCE.<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>TIGER: Ah!<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>DCE: That I should arrest cease and refuse to release \nthings belonging to someone at the ministry under GalamSTOP, who is \nhigher than I am.<\/em><\/strong><\/p>\n\n\n\n<p>We also decided to go to certain areas of the country to see how bad \nthe galamsey situation was.
