Scores of staff of the Electricity Company of Ghana (ECG) are \napprehensive over the takeover by Power Distribution Service (PDS) Ghana\n Limited as the new electricity service provider. <\/p>\n\n\n\n

The Ghana News Agency observed during a tour of ECG offices at Accra East, Volta River Authority Head Office, and Accra West, that normal work was not interrupted on the first working day after the takeover. <\/p>\n\n\n\n

Some of the \nworkers who spoke to GNA on condition of anonymity, however, expressed \nanxiety stressing that in Ghana any change of administration comes with \nworkers being asked to go home. <\/p>\n\n\n\n

\u201cEven though we have been assured\n of the security of office, we are still monitoring the situation \nclosely,\u201d a worker told the GNA. <\/p>\n\n\n\n

Some of the customers also said \non day one of the takeover that operation has been normal. The premises \nare also yet to be branded under the new brand identity. <\/p>\n\n\n\n

Meanwhile,\n the new electricity manager, PDS has issued a directive urging all \ncustomers of ECG to take note of the change of ownership. <\/p>\n\n\n\n

\u201cPower Distribution Services are now the electricity service provider<\/a> in Ghana in all \u2018ECG\u2019s operational areas in the southern Distribution Zone of Ghana. <\/p>\n\n\n\n

\u201cWe also urge our cherished customers and stakeholders \nthat, all business transactions including payments of electricity bills \nespecially (cheques) must be in the name Power Distribution Services \n(PDS) Ghana Limited,\u201d the statement said. <\/p>\n\n\n\n

It will be recalled \nthat Manila Electric Company (Meralco) officially took over running ECG \nfrom March 1st this year, under a 20-year concession agreement. <\/p>\n\n\n\n

The\n negotiated Transaction Agreements \u2013 namely the Lease and Assignment \nAgreement, Bulk Supply Agreement, and Government Support Agreement \u2013 to \nsecure the proposed Private Sector Participation (PSP) in ECG were \napproved by Cabinet and ratified by Parliament. <\/p>\n\n\n\n

The \nConcessionaire, according to the agreement, is expected to inject an \namount of $580m into the distribution system during the agreement \nperiod\u2019s first five years. <\/p>\n\n\n\n

The Bulk Supply Agreement between ECG \nand the Concessionaire deals with the Concessionaire\u2019s back-to-back \npurchase of the capacity and energy made available to ECG under the \nPower Purchase Agreements (PPAs). <\/p>\n\n\n\n

The Concessionaire will do nominations and ECG will supply the power to be paid for by the Concessionaire. <\/p>\n\n\n\n

ECG\n will sell all capacity and energy made available under the Portfolio \nPPAs to the Concessionaire, in exchange for payment by the company of \nall capacity and energy charges on a back-to-back basis. <\/p>\n\n\n\n

With \nregard to the Government Support Agreement, it involves government \nproviding a sovereign guarantee to indemnify the Concessionaire for any \nsubstantial breach by ECG of the terms and conditions under the Lease \nand Assignment Agreement and Bulk Supply Agreement. <\/p>\n\n\n\n

The areas \nwhere the sovereign guarantee is being provided are payment of \nelectricity bills supplied to Ministries, Departments and Agencies \n(MDAs); and Buy-Out Price after the expiration of the 20-year concession\n period. <\/p>\n\n\n\n

The Concession approach is advantageous to the \ngovernment, partly because the Concessionaire is responsible for all \nmajor new investments. This is expected to help minimize the impacts of \nsuch investments on the national budget. <\/p>\n\n\n\n

Again, the Concessionaire takes responsibility for the delivery and operation of ECG\u2019s power distribution and services infrastructure; thereby transferring the inherent risks from government to the Concessionaire. <\/p>\n\n\n\n
