{"id":3119,"date":"2019-03-22T11:19:11","date_gmt":"2019-03-22T11:19:11","guid":{"rendered":"https:\/\/www.aptnewsghana.com\/?p=3119"},"modified":"2019-03-22T17:41:11","modified_gmt":"2019-03-22T17:41:11","slug":"go-back-to-court-to-explain-constraints-in-implementing-ropaa-ndc-group-tells-ec","status":"publish","type":"post","link":"https:\/\/www.aptnewsghana.com\/index.php\/2019\/03\/22\/go-back-to-court-to-explain-constraints-in-implementing-ropaa-ndc-group-tells-ec\/","title":{"rendered":"&#8216;Go back to court to explain constraints in implementing ROPAA&#8217; &#8211; NDC Group tells EC"},"content":{"rendered":"\n<p>Ghana\u2019s Electoral Commission (EC) has been advised to go back to court to explain the constraints it faces in implementing the Representation of the People Amendment Act (ROPAA) in the 2020 elections. <\/p>\n\n\n\n<p>Act 699 which came into effect on February 24, 2006\naffords Ghanaians abroad to register and vote but there has been public outcry\nover the clear modalities and logistics for smooth run of the exercise which\nsome experts agree would help expand Ghana\u2019s democracy.<\/p>\n\n\n\n<p>Though, Deputy Chairperson of the EC in charge of Corporate Services, Dr Eric Bossman Asare, recently allayed fears of Ghanaians at a consultative forum, saying the country&#8217;s electoral structures could handle the <a href=\"https:\/\/www.aptnewsghana.com\/index.php\/2019\/02\/12\/ec-appeals-for-more-time-to-implement-ropaa\/\">implementation of ROPAA<\/a>, there is still contention as to why the EC seems adamant to the realities on the ground.<\/p>\n\n\n\n<p>Dr. Asare explained in Bolgatanga that there was no\nway the EC would relax in implementing the ROPAA because that would amount to\ncontempt of court and a disregard for the law. According to him, the EC was\nexpected to start implementing the ROPAA within this year in accordance with a\ncourt ruling.<\/p>\n\n\n\n<p>But the North American branch of the NDC Professionals\nForum believes the court ruling does not stop the EC to avail the modalities for\nthe maiden implementation of ROPAA before the consultative forums.<\/p>\n\n\n\n<p>A statement signed by President of the NDC Pro-Forum\nInternational North America, Arnold Appiah reiterated the position of the party\nthat ROPAA should be \u201cGhanaians everywhere or nowhere\u201d. The statement also\nreminded the EC of pending concerns which have not been addressed by the\nelectoral management body.<\/p>\n\n\n\n<p>\u201cInstead\nof the EC to come up with the modalities for implementing \u2018ROPAA 2020\u2019, the\ncommission is still giving vain assurances with no clear direction and\nsubstance.
