The People\u2019s National Convention (PNC) has confirmed that compilation\n of a new voters\u2019 register for the 2020 general elections was not \ndiscussed at the last Inter-Party Advisory (IPAC) meeting.<\/p>\n\n\n\n

According to the PNC\u2019s National Organiser, Desmond Twumasi, who \nrepresented his party at Wednesday\u2019s IPAC meeting, the decision to \ncompile a new register was only mentioned in passing by Chairperson of \nthe Electoral Commission, Jean Mensa.<\/p>\n\n\n\n

Exclusion<\/strong> <\/p>\n\n\n\n

There was no further deliberation on the matter also because it was \nnot part of the agenda for the day, Mr. Twum stated emphasisng, the \ndecision was solely taken by the EC without soliciting the input of the \npolitical parties.<\/p>\n\n\n\n

\u201cThe EC cannot say they are going to do something without discussing \nit with key stakeholders [parties],\u201d the PNC organiser told Evans Mensah\n on Joy FM\u2019s Top Story, Thursday.<\/p>\n\n\n\n

The EC in a statement issued Wednesday signed by the EC Chair \nindicated that the decision to compile a new register was arrived at \nfollowing a stakeholders meeting held under the aegis of IPAC earlier \nthat day.<\/p>\n\n\n\n

But the main opposition party, National Democratic Congress (NDC) in a\n statement issued Thursday and signed by its General Secretary, Johnson \nAsiedu Nketia, said: \u201cno decision was taken on this matter.\u201d <\/p>\n\n\n\n

Although the PNC is not opposed to having a new register for the next\n general elections in 2020, Mr. Twumasi insists that \u201cthe right thing \nneeds to be done\u201d by engaging the stakeholders before coming out with an\n announcement.<\/p>\n\n\n\n

Confidence <\/strong><\/p>\n\n\n\n

On his part, the Director of Elections for the NDC, Elvis Afriyie \nAnkrah, questioned the basis for the EC\u2019s decision to have a new \nregister although he said the opposition party will not kick against \nit. <\/p>\n\n\n\n

Mr. Afriyie Ankrah maintained, the EC ought to act in a manner that will engender confidence in the electoral process.<\/p>\n\n\n\n

\u201cThe whole essence of the process is to have confidence in the entire process,\u201d he added.<\/p>\n\n\n\n

Therefore, the EC should \u201ctable it [the compilation of new register] properly so that we will discuss it and look at the ramifications and we come out with a statement…that is the right thing to do,\u201d he said.<\/p>\n\n\n\n

Practice <\/strong><\/p>\n\n\n\n

Defending the EC\u2019s decision, Deputy Commissioner in charge of Finance and Administration, Dr. Bossman Asare<\/a> admitted that although the Chair made the statement in passing, it formed part of the main agenda for the day, which had to do with the upcoming district level elections.<\/p>\n\n\n\n

According to him, the decision sits with the existing practice since \n1992, where the electoral roll is changed after it has been used twice.<\/p>\n\n\n\n

\u201cSo when you look at it from that particular perspective, the \nCommission has come to the realisation that something must be done [to \nthe register],\u201d Dr. Asare explained.<\/p>\n\n\n\n

The Deputy Commissioner, however, noted that despite the useful role \nthey play in the country\u2019s democratic process, IPAC is only an advisory \nbody which must be viewed as such.<\/p>\n\n\n\n

\u201cIf we at the Commission are convinced that there is a problem with the register, we will go ahead and do the right thing, that\u2019s why we are here,\u201d Dr. Bossman insisted adding, \u201csome of the things that are very critical can be for their (IPAC) information.\u201d<\/p>\n\n\n\n
